William F. (Bill) MacKay has extensive experience as an emergency management consultant, operating MacKay Emergency Management Consulting Inc. and through a thirty four year career with Imperial oil Limited. He began work for Imperial in 1967 following graduation from the University of New Brunswick. He has worked with a wide range of private and public sector organizations throughout Canada and internationally during his career. His position as Emergency Response Advisor to Imperial Oil, included responsibility for providing advice on emergency response and crisis management matters. He has been involved in the formation, training and exercising of regional and national emergency teams and crisis management teams. He was an Incident Commander on Imperial's National Emergency Team and an Emergency Response Advisor to their Crisis Management Team. Bill was actively involved with oil, chemical and propane industry emergency management and response programs. He has also been involved with government on emergency response matters such as the Bhophal Aftermath Review, Cross Border Response Guide, TDG and CEPA Regulations and emergency program standards development. He was a founding member and Steering Committee Chairman of a government / industry visioning project to develop recommendations to improve Hazmat response in Canada. Bill initiated development of the "Disciplined Approach to Emergency Response" which is widely used by the Canadian oil and chemical industry and ExxonMobil Chemical world wide.
