Regular testing of alerting, communication and other critical systems is required to ensure their operation. A comprehensive exercise program is required to test and validate critical aspects of the emergency plan. Testing and exercising are essential to ensure due diligence. Emergency plans are often not exercised due to lack of understanding about the importance of exercises or belief that emergencies will not happen. Fear that exercises may cause embarrassment if results identify serious shortcomings in the emergency plan or capabilities of the participants can also be a factor. MacKay Emergency Management Consulting can assist clients in developing an overall exercise program. The progressive nature of an effective exercise program begins with small exercises, reinforces capabilities and gradually introduces more complex challenges as confidence is built. CapabilitiesMacKay Emergency Management consulting has developed exercise programs for local, regional, national emergency teams and crisis management teams. We developed and participated in emergency exercises ranging from tabletop exercises to full scale exercises. The size of exercises have ranged from a few hours to over thirty hours and from a few participants to over three hundred. Many of the exercises have involved private and public sector participants and have been conducted at multiple locations simultaneously to validate the emergency communication systems.
