| A periodic comprehensive assessment or evaluation of emergency management and business continuity program elements is recommended to determine overall program effectiveness, validate response capability and improve due diligence. The requirements to conduct program evaluations vary; some organizations have legal requirements to periodically evaluate their program but current standards recommend periodic evaluation of all emergency management and business continuity programs. Program evaluations may range from conducting internal self assessments, to peer assessments involving subject matter experts, to comprehensive evaluations using trained independent evaluators and documented assessment protocols. The scope and type of program evaluation may depend on the type of program, the perceived risk to the public or organizational sensitivity to past events. In addition to ongoing planned program evaluations an entity may be required to undergo an external evaluation of its program as a result of an emergency incident. A means to evaluate emergency response capability is also useful when selecting contract or mutual aid response resources to strengthen an emergency management program. MacKay Emergency Management Consulting Inc. can assist clients with the selection and use of common program evaluation tools. We can also arrange and conduct independent program evaluations using external specialists as required to meet the assessment objectives. CapabilitiesMacKay Emergency Management Consulting Inc. has experience in conducting emergency management and business continuity program evaluations. Program evaluations and or response system audits have been completed for Imperial Oil and ExxonMobil Chemical emergency management systems and response teams, Canadian Chemical Producers' Association (TEAP) Regional Response Centres and emergency response contractors for the Canadian Emergency Response Contractor's Alliance. Evaluations have also been completed for healthcare institutions and other types of organizations. A background in safety and management system auditing, training in environmental auditing and accreditation by the International Safety Rating Council provide additional capability. Training in evaluating public sector emergency management systems has been taken through the Emergency Management Accreditation Program (EMAP), a voluntary program for assessing state and local government emergency programs.
